Board of Higher Education must annually compile information on tuition and fee waivers from nine public universities (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University) and report findings to the General Assembly by December 31 each year.

Each public university must submit an annual report to the Board of Higher Education beginning July 1, 2020, detailing the percentage of undergraduate degree-seeking students in five categories based on tuition paid after all scholarships, grants, and financial assistance are applied: more than 75%, 50-75%, 25-50%, no more than 25%, and zero tuition costs.

Board of Higher Education must compile the university-submitted tuition data and include it in the annual report to the General Assembly.
