Establishes the Law Enforcement Gang Database Information Act to govern use of gang databases and shared gang databases by law enforcement agencies in Illinois.

Requires each law enforcement agency maintaining or accessing a gang database to implement a written policy by July 1, 2019, including provisions for personnel access, security procedures, and record review and purge processes.

Restricts access to gang databases to sworn law enforcement personnel, non-sworn support staff, criminal justice entities, and technical personnel who have undergone character or security clearance and approved training.

Prohibits disclosure of gang database records for employment, education, licensing, or housing purposes, except that law enforcement and criminal justice entities may use such information for employment purposes and federal law, national security, homeland security, and military screening purposes are exempted.

Makes evidence indicating a person's presence on a gang database or shared gang database inadmissible in all criminal cases.
