HB2521 - Statewide Relocation Towing Licensure Commission Act of 2019

• Creates the Statewide Relocation Towing Licensure Commission with 14 members including state legislators, the Chicago Mayor, Secretary of Transportation, State Police Director, towing industry representatives, insurance industry representatives, and municipal/county officials.

• Commission members must be appointed within 60 days of the act's effective date and shall receive no compensation for their service.

• Commission must meet at least 3 times and elect a Chairperson at the initial meeting; decisions require simple majority vote approval.

• Commission shall submit a report to the Governor and General Assembly by December 31, 2020, evaluating current towing laws, recommending an appropriate towing licensure program, and reviewing potential litigation costs for vehicle owners, towing companies, and municipalities.

• Act repeals on January 1, 2022.
