• Amends the Higher Education Student Assistance Act to define "mandatory fees" as charges assessed to all full-time students each term, including charges for undergraduate degree courses, while excluding application, graduation, laboratory, breakage, add/drop fees, and out-of-state program fees.

• Applies the same definition of "mandatory fees" to the Illinois National Guard and Naval Militia grant program by updating the definition of "tuition and fees" to include charges assessed to all full-time students for each term and undergraduate courses.

• Clarifies that qualified Illinois veterans receive exemption from tuition and mandatory fees (not other fees) while attending State-controlled universities or public community colleges for up to 4 years of full-time enrollment, including summer terms.

• Takes effect immediately upon becoming law.
