Allows dependents of active U.S. military personnel to enroll in school districts without nonresident tuition if their parent/guardian is being transferred to a military installation within the district.

Requires dependents to provide official military documentation showing transfer and arrival dates, plus proof of district residency within 10 days of arrival.

Permits electronic enrollment and course registration for qualifying military dependents, including enrollment in specific schools or programs.

Defines acceptable proof of residency to include temporary on-base military facilities, purchased or leased homes/apartments, and federal government or off-base military housing (including public-private ventures).

Allows nonresident military dependents attending tuition-free to be counted for state aid apportionment purposes under Sections 18-8.05 and 18-8.15.
