Establishes a nonpartisan peer-led civics education program in Illinois Department of Corrections and Department of Juvenile Justice facilities for individuals scheduled to be released within 12 months.

Requires the program curriculum to include voting rights, governmental institutions, current affairs, and simulations of voter registration and election processes, delivered through three 90-minute sessions.

Mandates that incarcerated peer educators, trained by established nonpartisan civic organizations and educational institutions, conduct the workshops for re-entering citizens.

Requires distribution of civics handbooks with county-specific voting information, addresses, websites, and contact information for election authorities to all participants upon release.

Directs departments to adopt implementing rules within 6 months and publish annual compliance reports tracking enrollment, completion rates, and participant demographics by institution and residence address.
