Creates the Roundtable on Educational Opportunity and Development consisting of 12 members including representatives from private organizations, businesses, state legislators, school districts, and teachers' organizations appointed by the State Superintendent of Education and legislative leaders.

Roundtable members serve staggered terms of 1, 2, or 3 years, with subsequent terms lasting 3 years; members receive no compensation and annually elect a chairperson.

Roundtable shall study ways to expand educational opportunities and develop private funding sources for primary and secondary education in areas including business ethics curriculum, arts programs, drama therapy for vulnerable youth, school models for grades K-6, global travel programs, and museum trips.

Establishes the Educational Opportunity and Development Fund as a special state treasury fund accepting private donations and public funding to implement Roundtable recommendations, with funding prioritizing low-income students.

State Board of Education must report Roundtable recommendations to the General Assembly on or before July 1, 2020 and annually thereafter; Act takes effect upon becoming law.
