HB2572 Summary: Children and Young Adult Mental Health Crisis Act

• Requires private health insurance plans amended after June 30, 2020 to cover coordinated specialty care for first-episode psychosis and assertive community treatment (ACT) and community support team (CST) services for children and young adults under age 30 with serious mental illness.

• Allows substance use disorder outpatient treatment providers to keep cases open for 90 days without service contact (instead of 30 days) to improve reengagement in treatment.

• Restructures the Family Support Program (formerly Individual Care Grant) to provide early community-based and residential mental health treatment for children and young adults under age 26 with serious mental health needs, aligned with system of care principles.

• Requires the Department of Children and Family Services to establish a toll-free number and maintain updated resources about post-placement and post-adoption support services for adopted children.

• Establishes an In-Home Therapy Pilot Program and requires development of a coding solution for Medicaid billing of preventive mental health services for children without a formal mental health diagnosis.
