IL HB2584

Amends the Workers' Compensation Act to require the Illinois Workers' Compensation Commission to consider impairment reports when determining permanent partial disability levels for injuries occurring on or after September 1, 2011.

Requires Commission determinations to be based on the physician's reported impairment level, using the most current American Medical Association "Guides to the Evaluation of Permanent Impairment."

Allows the Commission to consider additional factors beyond impairment reports: the employee's occupation, age at time of injury, future earning capacity, and evidence of disability at maximum medical improvement corroborated by medical records.

Requires written explanation in Commission orders detailing the relevance and weight given to any factors used in addition to the physician's impairment report.

Eliminates the requirement for an impairment report to approve a Settlement Contract Lump Sum Petition.
