Amends Section 19 of the Workers' Compensation Act to expand bond requirements for parties seeking judicial review of Illinois Workers' Compensation Commission awards.

Allows bond requirement to be satisfied through collateral or guarantee of payment, including insurance policies, certificates of self-insurance, or funds in escrow accounts, in addition to traditional bonds.

Specifies that collateral/guarantee filing can be challenged within 20 days, with 10 days allowed to cure defects or provide alternative collateral.

Exempts the State of Illinois, counties, municipalities, school districts, and the Treasurer's Office (when representing the Injured Workers' Benefit Fund) from posting bonds or collateral requirements.

Effective immediately upon becoming law.
