Establishes definition of "speech-language pathologist" in the School Code as a person licensed under the Illinois Speech-Language Pathology and Audiology Practice Act

Creates requirements for issuing a School Service Personnel Certificate with speech-language endorsement, including holding a regular license, master's or doctoral degree in speech-language pathology, and completing required certification tests

Allows alternative pathways for certification including holding a Certificate of Clinical Competence from the American Speech-Language-Hearing Association, holding a license from another state, or holding a temporary license in Illinois

Requires 150 clock hours of supervised experience in speech-language pathology with students with disabilities in a school setting, with interim certification available for those lacking such experience

Adds new Professional Educator License option with school support personnel endorsement for non-teaching speech-language pathologists who hold a regular Illinois license and current Clinical Competence Certificate
