Creates an Office of School Safety within the State Board of Education with a Director appointed by the State Superintendent of Education.

Office duties include creating model school safety practices, compiling school blueprints and geographic information system maps (kept confidential except for law enforcement requests), offering training on school safety and trauma-informed care, and seeking federal funds for school safety improvements.

Establishes a grant program for school safety expenditures available to public school boards, charter schools, and nonpublic schools for security improvements, training, equipment (including metal detectors and x-ray machines), and facility upgrades.

Grant applications must include a school safety plan, current school building blueprints, and a proposed expenditure plan for grant funds.

Takes effect January 1, 2020.
