Replaces "special services" with "extracurricular activities" in Illinois Pension Code Sections 17-131 and 17-132 to clarify which types of compensation are excluded from pensionable salary calculations.

Excludes overtime, extracurricular activities, and optional employment (such as summer school) from pension contribution deductions in each pay period.

Requires employers to submit payroll records and pension contributions to the Fund within 30 calendar days after each payday, with penalties of $100 per day for late submission and interest accruing at the Fund's actuarial rate for delinquent amounts.

Designates charter schools to appoint a "Pension Officer" responsible for certifying payroll information, contributions due, and resolving payroll and contribution deficiencies.

Grants the Board authority to conduct payroll audits of charter schools, collect delinquent contributions, and pursue legal proceedings to recover unpaid amounts with associated attorney fees.
