Adds definition of "military series registration plate" as any registration plate issued based on an applicant's military service.

Removes "Congressional" from Medal of Honor plate provisions and changes plate designation from "CMH" to "MOH" for Medal of Honor recipients and surviving spouses who receive free registration.

Allows veterans with 50% or greater service-connected disability from the U.S. Department of Veterans Affairs to apply for military series registration plates without fee for one motor vehicle.

Expands National Guard special registration plate eligibility to include current and former members of the National Guard from any state, Puerto Rico, or Washington, D.C., as well as surviving spouses of former members.
