Extends the repeal date of design-build project procurement provisions in the Public Building Commission Act from June 1, 2018 to June 1, 2023, allowing commissions to continue using design-build delivery methods for public projects when shown to be in the commission's best interest.

Requires commissions using design-build methods to conduct a two-phase selection process: Phase I evaluating qualifications (with 2-6 entities shortlisted) and Phase II evaluating technical and cost proposals, with guaranteed maximum project cost weighing no more than 30%.

Mandates advance public notice (14 days minimum) before issuing requests for proposals, with proposal submission deadlines of at least 21 calendar days (or 28 days for projects exceeding $12,000,000).

Requires design-build entities to comply with minority and women business enterprise utilization goals and Section 2-105 of the Illinois Human Rights Act, with annual reporting to the General Assembly on enterprise utilization.

Caps design-build project payments in any fiscal year at 50% of total construction project spending and validates all actions taken under these provisions since June 1, 2018.
