Amends the Home Repair and Remodeling Act to require contractors to provide customers with a "Home Repair: Know Your Consumer Rights" pamphlet prior to contract execution for jobs over $1,000, with written acknowledgment of receipt required.

Pamphlet must be a separate document in at least 12-point legible ink and includes guidance on avoiding home repair fraud, contract requirements, basic contract terms, and complaint procedures.

Extends the right to cancel home repair contracts from 3 business days to 15 full business days for consumers age 65 or older when the agreement is made at their home following an uninvited solicitor solicitation.

Requires contractors to disclose their full name, address, and telephone number in contracts and notify customers of any business name or address changes prior to the agreed work dates.

Establishes specific contract requirements including work descriptions, start and completion dates, total cost, payment schedules, termination provisions, and insurance coverage details.
