Amends Section 236 of the Illinois Insurance Code to prohibit insurers and producers from discriminating based solely on a felony conviction.

Insurers may not reject applicants, cancel policies, or charge higher premiums based solely on an applicant's or insured's past felony conviction.

Applies to all insurers and producers authorized to issue policies of insurance in Illinois.

Does not prohibit insurers from considering other factors related to underwriting or risk assessment beyond the felony conviction alone.
