HB2651 - Illinois Container Fee and Deposit Act

• Establishes a 5-cent deposit on all beverage containers sold in Illinois, refundable when empty containers are returned to dealers or redemption centers.

• Adds a 2-cent per-container redemption center fee paid by distributors to dealers, dealer agents, and redemption centers that process empty containers.

• Creates the Illinois Container Fee and Deposit Fund to collect unclaimed deposits, with 75% going to environmental and conservation programs and 25% distributed proportionally to beverage distributors.

• Requires deposit value clearly marked on all beverage containers sold in Illinois beginning January 1, 2020, and prohibits snap-top metal cans and plastic-metal hybrid beverage cans.

• Prohibits disposal of beverage containers in sanitary landfills beginning one year after the act's effective date; violations are Class C misdemeanors, with plastic can violations being Class A misdemeanors.
