Adds Section 2-3.176 to the School Code to establish "child opportunity zones" as coordinated systems of early childhood education, before/after-school programs, summer school, health and mental health services, family engagement, adult education, and workforce development training.

Directs the State Board of Education, in cooperation with regional superintendents, school districts, and community agencies, to develop child opportunity zones to deliver comprehensive social services tailored to community needs and increase student performance.

Authorizes child opportunity zones to integrate education, health, and social services into schools and link families to school and community resources, with activities including grants to further program purposes.

Permits the State Board to use funds appropriated for this section and other existing grant programs to implement child opportunity zones, subject to appropriation.

Requires the State Board to submit annual reports by August 1 beginning in 2020 detailing the number of children and families served and outcome data for each program.
