Removes provisions regarding farm wagon type trailers with fertilizer spreader attachments and tank trailers used for fertilizer transportation from the farm machinery registration section.

Maintains $13 registration fee for vehicles of the second division with permanently mounted farm machinery, paid per 2-year registration period without proration.

Removes the $250 registration fee requirement for self-propelled agricultural fertilizer implements; such vehicles remain limited to 36,000 pounds gross weight, 30 miles per hour speed limit, and 12-foot maximum width.

Permits exempt vehicles to tow vehicles up to 8,000 pounds if used exclusively for transportation to and from work sites and displaying proper registration plates.

Eliminates language prohibiting fertilizer implements exceeding 12 feet in width or 36,000 pounds from operating on highways while loaded.
