Creates two new craft distiller license classes: Class 1 Craft Distiller (up to 50,000 gallons annually) and Class 2 Craft Distiller (up to 100,000 gallons annually), replacing the previous single craft distiller license.

Establishes "distilling pub" licenses allowing craft distillers to manufacture up to 5,000 gallons of spirits annually on-premises and sell directly to consumers, similar to existing brew pub privileges.

Permits Class 2 craft distillers to transfer up to 5,000 gallons of spirits annually to wholly-owned distilling pubs within 80 miles and hold multiple distilling pub licenses (maximum 3) under specified conditions.

Authorizes Class 1 and Class 2 craft distillers to sell up to 5,000 gallons of spirits to non-licensees annually and to sell vermouth purchased from licensed distributors for on-premises consumption.

Creates craft distiller warehouse permits allowing storage of up to 500,000 gallons of manufactured spirits at non-contiguous licensed locations and adds new license fee schedules for craft distiller licenses and distilling pub licenses.
