Modifies the salary cap calculation for Tier 2 downstate firefighters beginning in 2020, changing from one-half the annual consumer price index-u (CPI-U) increase to the full annual CPI-U increase.

Starting in 2020, the salary limit for Tier 2 firefighters increases annually by the lesser of 3% or the full annual unadjusted CPI-U percentage increase (rather than half the CPI-U) for the 12 months ending September before each November 1.

Initial salary cap of $106,800 established January 1, 2011, with adjustments continuing under the new formula from 2020 forward.

Amends the State Mandates Act to specify that implementation of this mandate requires no state reimbursement to municipalities.

Effective immediately upon becoming law.
