Creates the Peace Officers Memorial Foundation of Cook County Fund as a special fund in the State treasury to receive revenue from special license plate fees.

Authorizes the Peace Officers Memorial Foundation of Cook County to issue decals for Universal special license plates, with an original issuance fee of $25 ($10 to the foundation fund, $15 to Secretary of State) and renewal fee of $25 ($23 to foundation fund, $2 to Secretary of State).

Establishes that Universal special license plates can only be affixed to passenger vehicles of the first division (including motorcycles and autocycles) or motor vehicles of the second division weighing not more than 8,000 pounds.

Designates that Peace Officers Memorial Foundation of Cook County Fund moneys shall be used for construction or maintenance of memorials and parks, annual commemorations, scholarships for children of fallen officers, financial assistance to injured officers and their families, and insurance premiums for terminally ill officers.

Requires authorized organizations issuing decals to comply with Secretary of State rules and mandates annual compliance letters from the Attorney General for charitable entities receiving special license plate fees.
