• Requires each managed care organization (MCO) contracted with the Department of Healthcare and Family Services to file an annual cost report in a form prescribed by the Department.

• Mandates the Department make all cost reports publicly available, including posting them on the Department's website.

• Establishes transparency requirements for MCO capitation base rate setting including meetings with MCOs, sharing of rate development data, and written responses to MCO questions.

• Requires the Department to provide MCOs with at least 60 days' notice of significant operational policy changes and meet to discuss data collection and rate assumptions for policy changes.

• Makes capitation rate meetings closed to the public and exempts records and information produced by the rate-setting group from the Freedom of Information Act.
