Establishes equitable eligibility for state financial aid for Illinois residents who are ineligible for federal aid, including transgender students disqualified for selective service non-registration and noncitizen students without lawful permanent residence.

Makes Illinois residents eligible to apply for and receive state-funded student aid including scholarships, grants, tuition waivers, room and board assistance, and other financial assistance without caps on Monetary Award Program grants except those required by state law.

Requires that eligibility requirements for state financial aid be interpreted to promote the broadest possible eligibility for Illinois resident students in accordance with state law or policy.

Maintains existing eligibility requirements regarding academic standing and personal or household income for state financial aid programs.

Declares the legislation constitutes state law under 8 U.S.C. Section 1621(d), permitting states to provide financial aid to noncitizens.
