• Allows the Illinois Finance Authority to issue bonds up to $2 billion to finance Energy Efficiency Projects, Renewable Energy Projects, and PACE Projects under existing authorization limits.

• Enables financing of electricity generation efficiency improvements at power plants in addition to traditional end-use energy efficiency measures for buildings and facilities.
