Transfers all Department of Human Services powers and duties related to Medicaid long-term care eligibility processing to the Department of Healthcare and Family Services, effective January 1, 2020.

Transfers eligibility determinations, redeterminations, admission approvals, income and address changes, appeals, and all associated tasks from DHS to DHFS.

Transfers all 3 Department of Human Services Medical Field Operations offices (Long Term Care) and supporting resources or personnel to the Department of Healthcare and Family Services.

Transfers all personnel, property, materials, supplies, and funds associated with long-term care functions from DHS to DHFS.

All existing DHS rules, standards, policies, and procedures continue in effect under DHFS until modified or abolished, with authority to make administrative rule changes beginning immediately upon enactment.
