Creates a Task Force on Strengthening the Child Welfare Workforce for Children and Families to study compensation, caseload standards, staff turnover, and their impact on child safety and permanency.

Task Force must conduct policy reviews, survey public and private sector employers on child welfare job vacancies and compensation, analyze time spent on administrative tasks, and develop recruitment and retention recommendations.

Membership includes 2 gubernatorial appointees, 8 legislative members (2 each from House Speaker, House Minority Leader, Senate President, and Senate Minority Leader), agency directors, labor union representative, and private sector child welfare providers.

Department of Children and Family Services shall engage the University of Illinois Children and Family Research Center to assist with data collection, cataloguing, and analysis.

Task Force must submit a preliminary report by October 1, 2020 and final report with recommendations by January 1, 2021; Task Force dissolves January 1, 2022.
