Creates the Office of Taxpayer Advocate as an independent state agency to provide Illinois residents with transparent information about ballot proposals, candidates, and government processes.

Taxpayer Advocate appointed by joint resolution requiring three-fifths affirmative vote from both Senate and House, serves 8-year term, and must have experience in financial auditing, government oversight, and accountability.

Office shall establish an online platform containing comprehensive information about ballot items, candidate positions, ballot initiatives with financial costs and impacts, and tools for taxpayers to effect change in their jurisdiction.

Website functionality includes address-specific information allowing voters to input their Illinois address and receive ballot information pertinent to their location.

Taxpayer Advocate receives annual salary of $75,000 (or amount set by Compensation Review Board, whichever is lesser), with 2 Deputy Taxpayer Advocates at $65,000 each; Act takes effect January 1, 2020.
