Amends the Public Utilities Act to add a fourth requirement for Illinois Commerce Commission certification of utility construction: existing customers cannot be required to subsidize new facilities costs beyond refundable or nonrefundable payments from new customers.

Prohibits gas public utilities from recovering costs for plant additions exceeding customer payments through any cost-recovery mechanism that would allocate excess costs to existing customers.

Requires the Illinois Commerce Commission to initiate a docketed investigation within 60 days reviewing each gas utility tariff providing free or discounted gas main extensions to new customers beyond the default extensions specified in administrative code.

Requires the Illinois Commerce Commission to initiate a rulemaking proceeding within 60 days establishing a uniform method for natural gas utilities to determine the value of gas main extensions provided to new customers without additional charge.

During investigations of gas main extension tariffs, existing tariff provisions are suspended and Commission rules govern until the investigation concludes; utilities must accept or reject Commission modifications within 10 days or have tariffs canceled.
