Requires referendum approval from voters for all school construction projects begun after the effective date, including projects funded by bonds, tax levies, leases, property sales, grants, gifts, or lease payments.

Defines "school construction project" as acquisition, development, construction, reconstruction, rehabilitation, improvement, architectural planning, or installation of capital facilities including buildings, structures, durable equipment, and land for educational purposes.

Mandates referendum language must include a project description, estimated total cost, funding source, and any other relevant financial information as currently required by statute.

Eliminates previous exemptions that allowed certain school construction projects to proceed without referendum approval, including those funded by property sales, grants, gifts, or lease-financed buildings.

Takes effect immediately upon becoming law.
