IL HB2746

Creates the Ultrasound Opportunity Act requiring abortion facilities to offer women seeking abortions after 8 weeks of gestation an opportunity to receive and view an active ultrasound of the unborn child prior to any abortion procedure or administration of anesthesia/medication.

Ultrasound must be performed by a qualified person and be of quality consistent with standard medical practice, with the woman's response (acceptance or decline) documented in writing with date, time, and signature.

Exempts the ultrasound requirement when a medical emergency exists that necessitates immediate abortion to avert the pregnant woman's death or serious risk of substantial and irreversible impairment of major bodily function, as determined by the physician's good faith clinical judgment.

Defines key terms including "abortion," "medical emergency," "physician," and "qualified person" (one with documented evidence of ultrasound equipment operation training and compliance with applicable legal requirements).

Includes severability provision and takes effect immediately upon enactment.
