Mandates that any individual employment contract with a public employer exceeding $150,000 in total compensation be published on the employer's website for at least 14 days before being signed, and requires a public meeting if board approval is needed.

Makes collective bargaining ratification meetings open to the public under the Open Meetings Act, while keeping initial negotiations and strategy sessions confidential.

Requires governing bodies (government agencies and school boards) to ratify collective bargaining agreements by majority vote after the required public meeting has been held.
