Prohibits employers from making employee pension contributions on behalf of employees, except solely for pre-tax contribution purposes, effective immediately upon passage.

Exempts employment contracts and collective bargaining agreements in effect on the bill's effective date from the prohibition.

Applies the prohibition to any existing contract or agreement that is subsequently modified, amended, or renewed.

Applies the prohibition to any existing contract or agreement that remains in effect 3 or more years after the bill becomes law.

Amends the Downstate Teachers Article of the Illinois Pension Code (40 ILCS 5/16-152.1) regarding contribution pickup provisions.
