Illinois State Water Survey, in coordination with the Department of Public Health, must issue a report by December 1, 2020 evaluating water rate-setting throughout Illinois, subject to appropriation.

Report must address water bill components, reasons for rate increases, affordability definitions, inappropriate rate-setting practices, state and local policy impacts, challenges in economically disadvantaged communities, and intergovernmental coordination opportunities.

Illinois State Water Survey must establish an advisory committee including directors of Environmental Protection Agency, Natural Resources, and Commerce and Economic Opportunity; the Attorney General; representatives from private and municipal water utilities; and representatives from environmental justice, consumer advocacy, and environmental planning organizations.

Public comment opportunity must be provided within 60 days of the Act's effective date on the report's questions, metrics, and recommendations.

Section repeals on January 1, 2021.
