Amends the Fire Department Promotion Act to remove the exclusion of municipalities with a population over 1,000,000 from the definition of "affected department"

Municipalities with over 1 million residents are now subject to the fire department promotion requirements and procedures established under the Act

The change applies to full-time municipal fire departments subject to collective bargaining agreements or fire protection districts in such municipalities

All other existing exemptions remain in place, including fire departments operated by the State, universities, and combined police-fire departments that existed on January 1, 2002
