Manifests for nonhazardous special waste shall consist of forms prescribed by the Agency and may be purchased from a third party, rather than being identical to hazardous waste manifests.

Generators and facilities handling nonhazardous special waste are not required to submit manifest copies to the Agency, except those containing polychlorinated biphenyls (PCBs) must submit copies for PCB-containing waste shipments.

All manifest copies must be retained for 3 years by generators and facilities and made available for Agency inspection and copying.

Generators of nonhazardous special waste are not required to file shipment reports within Illinois, but the Board may require annual reports for out-of-state shipments.

Facilities accepting nonhazardous special waste must file annual reports with the Agency starting February 1, 1992, specifying quantities and disposition of waste accepted during the previous calendar year.
