Sets minimum homemaker service rates at $19.96 per hour (minimum wage $12) effective January 1, 2019, and $21.64 per hour (minimum wage $13) effective July 1, 2019.

Requires rates in future fiscal years to be no lower than the July 1, 2019 rates and prohibits reduction of fringe benefits including paid time off, training, health insurance, travel, and transportation payments.

Mandates in-home service provider agencies certify compliance with mandated wage increases for direct service workers to the Department on Aging.

Establishes Community Care Program Medicaid Enrollment Oversight Subcommittee to increase Medical Assistance Program enrollment among seniors receiving Community Care services, with care coordination units receiving minimum $200 per completed application effective July 1, 2019.

Takes effect immediately upon becoming law.
