Amends Illinois Wildlife Code Section 2.25 to require the Department to provide annual reports to the General Assembly beginning July 1, 2019 regarding deer management programs.

Annual reports must include the number of surplus deer taken during each separate harvest season, the number of deer found to have communicable disease or abnormalities, and the disposition of deer taken during separate harvest seasons.

Maintains existing deer hunting regulations including firearm seasons (not more than 14 days between November 1 and December 31), youth-only seasons (3 days between September 1 and October 31), bow and arrow seasons (September 1 to January 31), and muzzleloading rifle seasons.

Allows unused gun deer permits from regular seasons to be rolled over and used during any separate harvest period held within 6 months at no additional cost to permit holders.

Takes effect upon becoming law.
