Exempts public works projects with a total cost of $20,000 or less from prevailing wage requirements if the project is "stand-alone" (no additional work within 24 months).

Requires public bodies using the waiver to notify the Department of Labor within 60 days of commencing each project.

Department of Labor must provide a notification form requiring project description, number of employees, project cost without prevailing wage standards, and project cost with prevailing wage standards.

Department of Labor must submit annual reports by January 31 each year (beginning 2021) detailing the number of waivered projects, total employees, total project costs with and without prevailing wage standards, and other relevant information.

Waiver is only available to the extent permitted under federal law and regulations, and takes effect immediately.
