Establishes a statewide toll-free telephone number maintained by the Department for anyone to report suspected child abuse or neglect 24/7, with reports transmitted immediately to appropriate Child Protective Service Units.

Requires posting of a notice at the statewide number stating that knowingly transmitting false reports constitutes disorderly conduct and is a Class 4 felony.

Allows school-aged children under 18 to use the statewide number to report alleged incidents of bullying or hazing while remaining anonymous.

Requires the Department to provide callers with information on handling bullying or hazing incidents and to report such incidents to the relevant school district superintendent or non-public school administrator.

Specifies that bullying or hazing reports made to the statewide number do not initiate child abuse or neglect investigations and are not transmitted to Child Protective Services Units.
