Requires public colleges and universities with campuses having over 1,000 daily full-time students to appoint or hire a Coordinator of Veterans and Military Personnel Student Services within 6 months of the bill's effective date.

Mandates that advertisements for the Coordinator's office include the institution's website and social media accounts in addition to office location, phone number, and internet access.

Requires each public college and university to conduct a survey within 60 days identifying all services and programs available to veterans, active duty military personnel, and their families, and make it available on campus websites and in orientation materials.

Obligates colleges and universities to make best efforts to create academic and social programs for veterans and military personnel and to expand online curricula to serve student veterans and deployed military personnel.

Requires annual reporting to the Board of Higher Education on fiscal impacts of veteran-related programs and the institution's efforts in attracting, recruiting, and retaining veterans and military personnel.
