Establishes minimum monthly personal needs allowance at 15% of an individual's previous calendar year Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) benefits for residents in Community-Integrated Living Arrangements facilities enrolled in the Home and Community-Based Services Waiver Program for adults with developmental disabilities, effective no later than October 1, 2019.

Applies the same 15% personal needs allowance calculation to residents in facilities licensed under the ID/DD Community Care Act who are eligible for medical assistance under the Illinois Public Aid Code.

Requires the personal needs allowance to be calculated annually based on the previous calendar year's SSI or SSDI benefits for individuals in both facility types.

Takes effect immediately upon becoming law.
