Changes school board appointment of DCFS liaison from optional to mandatory, requiring at least one employee to facilitate enrollment and record transfers for students in Department of Children and Family Services custody.

Requires school boards to inform DCFS caseworkers of parent-teacher conferences and other meetings involving students in DCFS custody, and allow caseworkers to attend at their discretion.

Grants DCFS caseworkers the right to inspect and copy all school student permanent and temporary records for students in their custody.

Requires schools to notify caseworkers before destroying student records or deleting information and to inform caseworkers of alternative learning opportunities program enrollment decisions.

Establishes new provisions in the Illinois School Student Records Act defining "Department" as DCFS and allowing record access and disclosure to DCFS caseworkers for students in their legal custody.
