HB2858 Summary

• Amends the Downstate Teachers Article of the Illinois Pension Code to exclude certain salary increases from triggering additional employer contributions when increases exceed the threshold (6% under prior law, 3% under new contracts).

• Excludes from additional contribution requirements: salary increases from overload work/summer school, promotions requiring new state certification/licensure, higher education credits or degrees, substitute teaching, and coaching/advisor duties for extracurricular activities.

• Applies the 3% threshold to school years beginning July 1, 2018 or later under contracts entered into, amended, or renewed on or after June 4, 2018 (Public Act 100-587 effective date).

• Maintains the 6% threshold for contracts entered into before June 4, 2018 through June 30, 2018.

• Takes effect immediately upon becoming law.
