• Authorizes the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities, with design-build projects limited to 20% of the Department's 5-year program and Construction Manager/General Contractor projects limited to 2 facilities for the Department.

• Establishes a two-phase procurement process for design-build contracts (qualifications phase followed by proposals phase) and allows single-phase procurement for projects under $5,000,000 or with written approval; shortlists proposers based on qualifications without considering price in phase one.

• Permits bidders and proposers to submit Alternative Technical Concepts as deviations from contract technical requirements that offer equal or better solutions, with the Department limited to 3 Alternative Technical Concepts projects using the design-bid-build method.

• Requires compliance with prevailing wage, minority/women-owned business utilization, public construction bond, and employment of Illinois workers requirements; allows Transportation Agencies to use eminent domain and enter into property leases to acquire land for transportation facilities.

• Makes conforming amendments to multiple statutes including the Department of Transportation Law, Illinois Finance Authority Act, Illinois Procurement Code, and Prevailing Wage Act to implement the new project delivery methods; takes effect immediately.
