Department of Healthcare and Family Services must implement an average commercial rate supplemental payment program for ground ambulance service providers with services beginning no later than January 1, 2020.

Department must submit to Centers for Medicare and Medicaid Services an Illinois Title XIX State Plan amendment by July 1, 2019 to establish the supplemental payment program.

Medicaid managed care organizations and managed care community networks must pay approved average commercial rates for ground ambulance services in coordination with the Department.

Amends the Medical Assistance Article of the Illinois Public Aid Code to establish definitions for "ground ambulance service" and "ground ambulance service provider" based on Centers for Medicare and Medicaid Services standards.

Act takes effect upon becoming law.
