Illinois Commerce Commission must contract with an independent consultant within 90 days to produce a cost-benefit analysis report on energy storage systems.

Independent consultant must analyze ratepayer cost savings from energy storage services including energy price arbitrage, ancillary services, resource adequacy, and transmission/distribution asset deferral.

Analysis must include direct-cost savings to customers deploying energy storage, renewable resource integration improvements, reliability and power quality enhancements, and greenhouse gas emission reductions.

Report must compare retail electric rate impacts over the useful life of energy storage systems versus non-storage alternatives.

Illinois Commerce Commission must submit the completed report to the General Assembly and Governor by December 31, 2019.
