IL HB2930

Creates the Vegetative Buffer Act requiring all State property adjacent to bodies of water to maintain a vegetative buffer with a minimum 30-foot width.

Defines "vegetative buffer" as an area of perennial vegetation (excluding invasive plants and noxious weeds) that protects water resources from runoff pollution and stabilizes soils and riparian corridors.

Exempts State land used for public or private water access and recreational areas, structures, roads, and trails.

Exempts State land regulated under national pollutant discharge elimination system or State disposal system permits, including municipal separate storm sewer systems, construction stormwater, industrial stormwater, and water-inundation cropping systems.

Exempts State land in temporary non-vegetated condition due to drainage tile installation, crop seeding, or federally or State-authorized conservation projects.

Takes effect January 1, 2020.
