IL HB2932

Removes the requirement for applicants holding a bachelor's degree from a regionally accredited institution to pass a test of basic skills for Professional Educator Licenses or Educator Licenses with Stipulations, effective beginning with the 2019-2020 school year.

Eliminates the requirement to pass a test of basic skills for various endorsement types including alternative provisional educator, alternative provisional superintendent, career and technical educator, transitional bilingual educator, language endorsement, and paraprofessional educator endorsements.

Makes the test of basic skills optional (rather than mandatory) for individuals who are not required to take it under Section 21B-30, while maintaining the requirement to pass content area tests for all applicable endorsements.

Maintains all existing educator license types (Professional Educator License, Educator License with Stipulations, Substitute Teaching License, and Short-Term Substitute Teaching License) and their respective requirements and validity periods.
